Since we are to do this monthly, this is to help us create refined issues directly. This is in response to my assignement to refine #4721.
A issue opened using this template will look like GeorgianaElena#11.
Once I'll merge this, I'll close the tracking issue and add the corresponding new issues to the refined column.
